"I want to make Pond aware that we're looking for a unique design. We're not looking for someone to measure edge of pavement to edge of pavement, tell us how much room we have left, and stick a piece of concrete down main street. We are looking to enhance the downtown area," said freshman Councilman Chris Owens, who works for a development company.
